Scarce 1863 Communique from Lincoln's State Department Announcing African Troop Deployment by France in the War in Mexico

[African Troops] Message of the President of the United States Communicating, In Answer to a Resolution of the Senate of the 12th Instant, Correspondence Relative to the Use of Negroes by the French Army in Mexico. Scarce; at the time that this description is being written, just four copies are recorded in American institutions (Wyoming, North Texas, Michigan, and Faulkner University). OCLC search results are at best an estimate and can vary over time. This report from the State Department was submitted to Congress with approval from Lincoln, regarding the movement of French African troops from "Dalfour" and "Nubia" in Egypt to replenish the French battalions stationed at Veracruz, Mexico that were suffering heavy losses from yellow fever. This was done because, according to the pamphlet, "the black race is not subject to he yellow fever." Scarce. Light dampstain in bottom right corner but in very good condition overall.
