As war devastated Europe and threatened to remove the plight of women from the world's political attention, Catt worked ceaselessly to keep women's rights in the forefront by publishing relentlessly about their cause. Three years before American women gained the vote, Catt explained the Federal Amendment process in Woman Suffrage by Federal Constitutional Amendment (1917) and anticipates that "Woman Suffrage is coming-no intelligent person in the United States or in the world will deny that fact."
